Not really sure what the thread is asking, but about the only thing I look for is RAID, the rest I consider variables depending on the project/needs.
Software/Hardware RAID usually depends on the setup too however the absolute bare minimal is software RAID 1. I’ve had too many drive failures in the past 10-15 years to take risks otherwise. Funnily, I’ve only had 2 failures where a RAID is being used (I haven’t touched a non-RAID server in over 5 years now). For a low level server with RAID you’re looking at a minimum of probably 40-60$ in the US, maybe a bit more in Europe. Though most reputable providers charge a bit more.

That would depend on what you are going to use the server for. For example if you are going to host just a few simple web sites there is no need to get a massive server.
