Advise Needed – Unmanaged Server (East Coast best for Brazil)

Greetings!

I mantain a non-profit hobbist community for 16 years now. We have a dedicated server for a long time and our actual hardware is:

E3-1230v3
16GB RAM
2x1T with Software RAID-1
100Mbps Unmetered
5 IPv4 Addresses
Chicago Datacenter
Unmanaged
U$89.90

The brazilian real is in a really bad situation now and we need to reduce our montly cost (Quadix seems to have a somewhat similar config por $42/moth) I believe we could live with less bandwidth (maybe something like 10TB in a gigabit port) if needed.

Some questions:

a) Is there any realist hope the get a similar (maybe better) hardware for a lower budget?

b) A location like Florida really has a real impact in latency from our users (all from Brazil)?

c) Should I just keep quiet and wait for better times?

d) Any good recommended companies to look for in case of a “Yes” in question a) ?
